In order to get Starlink, you need to pay a $99 monthly subscription fee and a one-time hardware fee of $499.

However, there are a few groups of people who are getting free or discounted Starlink internet. These include:

People in rural areas: Starlink is specifically designed to provide internet access to people in rural areas who have limited or no other options. In some cases, governments or non-profit organizations are paying for Starlink service for these people.

People affected by natural disasters: Starlink has been used to provide internet access to people affected by natural disasters, such as hurricanes and wildfires. In these cases, SpaceX has provided free or discounted Starlink service to help people stay connected.

First responders: Starlink has also been used to provide internet access to first responders. In some cases, governments have paid for Starlink service for first responders to help them communicate during emergencies.
